Listed building consent for services, electrics and plumbing

Rewiring or replumbing a listed building almost always needs consent. The chases, new socket positions, floorboard lifts and cable runs are alteration. The route to consent is a sympathetic specification that surface-mounts in painted conduit, uses existing routes where available, and treats every chase into historic plaster as the exception rather than the rule.
The short answer
Services upgrades are routinely approved in listed buildings when the specification minimises intervention in historic fabric. The single intervention that loses consent applications is chasing cables and pipes into historic plaster as the default specification. Surface-mounting in conduit, using existing flues and service runs, and lifting floorboards by careful numbered removal are all routes to a clean approval.
Rewiring a listed building
A modern domestic electrical installation requires more circuits, more sockets and more lighting points than the historic building was designed for. The consent application should set out: socket and switch positions on annotated plans, the proposed cable routes, the fixing method (chase, surface conduit, void), the proposed location of the consumer unit, and the proposed location of any new meter or distribution point.
Plumbing and radiator runs
Run-around copper or steel piping on skirtings is usually preferred over chases through historic plaster. Radiator positions should follow the historic logic of the room (window walls, not against panelling). Boiler relocation is alteration and needs consent.
Heating systems and underfloor heating
Replacement of an existing boiler in the existing location is usually treated as repair. New boiler locations, new flue runs, new air-source heat pump installations and changes to the heating distribution system are alteration.
Underfloor heating in listed buildings is divisive. Overlay systems (low-profile aluminium plates over existing boards) are generally acceptable. Systems requiring the lifting and re-laying of historic boards are alteration and are often refused on Grade II* and Grade I interiors. Beneath modern concrete slabs (Victorian kitchens with later concrete floors) UFH is usually accepted.
Smoke, heat and fire detection
Detection is a Building Regulations requirement on most works. Conservation officers accept it. The specification should minimise visible cable, use ceiling-mounted units where possible, and route cables in voids or conduit rather than chased into historic plaster.
Chasing versus surface-mounting
The default in conservation practice is to surface-mount in painted conduit running along skirtings and architraves. Chases into historic plaster should be limited to a small number of essential drops, identified and justified individually on the consent drawings. Where chases are unavoidable, the method statement should specify making-good in lime plaster matched to the existing.
Method statements that get approved
A two- to four-page method statement, signed by the contractor, naming the routes, the fixings and the making-good materials, is the single piece of paperwork that most reliably converts a borderline application into a positive recommendation. Officers approve detail; they refuse generality.
